Senior Associate, Weatherization Workforce Development

The Senior Associate, Weatherization Workforce Development position, located in Washington D.C., is a crucial role that supports the mission of the Community Action Partnership through various energy-related projects. Under the supervision of the Project Director, the Senior Associate takes the lead in workforce development efforts within the Weatherization Assistance Program and the broader energy efficiency and green collar jobs sectors. Responsibilities include research, communication, and engagement with partners and networks, as well as support for conferences, trainings, publications, and social media campaigns. This position requires regular travel within the United States, up to 25% of the time.

Lead NCAP participation in Workforce Enhancement and Innovation project

The Senior Associate is responsible for leading NCAP’s participation in the Workforce Enhancement and Innovation project. This includes building and maintaining relationships with subgrantee advisory group members and pilot locations. The Senior Associate will identify, cultivate, and promote new opportunities for subgrantee engagement. They will also monitor, collect, and solicit feedback from subgrantees on barriers to weatherization recruitment, retention, and training. Engaging the network, national partners, and external stakeholders to promote the project products is another crucial responsibility. Additionally, the Senior Associate will provide technical assistance to subgrantees, promote multimedia content for workers and contractors, and track subgrantee participation in NCAP’s CRM system. They will also attend meetings about and contribute to the project plan, evaluation framework, toolkits, and outreach materials.

Coordinate NCAP Weatherization Leadership Development Cohort project

In this role, the Senior Associate will coordinate the NCAP Weatherization Leadership Development Cohort project. This includes attending meetings about the project timeline, content, and deliverables. The Senior Associate will assist in identifying or developing WAP-specific content, subject matter experts, and curriculum. They will facilitate the recruitment of cohort participants from the WAP subgrantee network. Monitoring participant engagement, feedback, and progress is another key responsibility. The Senior Associate will track cohort activities in NCAP’s CRM system and facilitate or conduct virtual and in-person meetings and trainings.

Support and expand participation in WAP workforce development initiatives

The Senior Associate will provide leadership for all efforts, initiatives, and relationships related to workforce development within the Weatherization Assistance Program (WAP). They will represent NCAP in network activities focused on weatherization workforce development and increase NCAP’s engagement in existing WAP workforce analysis efforts. The Senior Associate will respond to WAP workforce development-related requests and opportunities and identify or create new opportunities for NCAP to participate in events and forums focused on weatherization workforce development. They will also review and respond to potential future WAP workforce development grant opportunities.

Support and expand participation in non-WAP energy-related workforce development initiatives

In this role, the Senior Associate will monitor trends in hiring, training, and wages in the energy efficiency and renewable energy jobs sector. They will also monitor developments at key non-WAP federal agencies and represent NCAP in external stakeholder coalitions focused on workforce issues. The Senior Associate will identify and cultivate new opportunities for NCAP to participate in events and forums focused on workforce issues and maximize coordination with non-WAP NCAP initiatives. Additionally, they may need to travel to key in-person meetings, conferences, seminars, expos, or trade shows.

Other Duties and Responsibilities

The Senior Associate will represent the Energy Partnerships Project in internal meetings and initiatives and in conferences and interactions with the Community Action Network. They will also track and report progress related to grant deliverables and perform other duties as assigned by the Project Director.

Qualifications

The Senior Associate should have a minimum of two years’ experience in workforce development or a related field. A Bachelor of Arts or Sciences degree or an equivalent combination is required. Experience in relationship management, stakeholder engagement, or networking is essential. The Senior Associate should also have experience providing training and technical assistance and a basic understanding of poverty and anti-poverty approaches. Excellent interpersonal skills and high ethical standards are necessary, as well as proficiency in Word, PowerPoint, Excel, and Zoom/virtual meeting tools.

The work environment and physical demands of the Senior Associate role may vary. The noise level in the regular work environment is usually moderate. While performing the duties of this job, the Senior Associate may need to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and talk or hear. Occasionally lifting and/or moving up to 10 pounds may be required.
